Mark Angelson is Chair of the Institute of International Education (IIE), the nonpartisan world leader in international educational exchange and scholar rescue and the administrator of the Fulbright Scholarships. He is Chair Emeritus of IIE's Scholar Rescue Fund and coauthor of several articles on the efficacy of rescuing threatened professors and rebuilding national academies the world over.

Since early January, 2025, Angelson has served as Chair of the Public Interest Declassification Board, the bipartisan body established by the United States Congress with the official mandate of promoting the fullest possible public access to a thorough, accurate, and reliable documentary record of significant U.S. national security decisions and activities.

Angelson is a Distinguished Fellow at New York University School of Law, a Life Trustee of Northwestern University and an Adjunct Professor of Mergers and Acquisitions at Northwestern’s Kellogg School of Management, a member of the Council on Foreign Relations and its membership committee, a Life Fellow of the Royal Society for the Arts (London and New York), a member of the Economic Club of New York, and the Pilgrims Society (London and New York).

From 2022-2025, Angelson served in the Executive Office of the President of the United States as a member of the President’s Intelligence Advisory Board. In 2024, he was nominated by President Biden to be U.S. Ambassador to Norway.

From 2014-2026, by sequential appointments of NJ Governors Chris Christie and Phil Murphy, Angelson served on the Rutgers University Board of Governors, including as Chair and Vice Chair of the Board, Chair of several standing Committees of the Board, and Chair of the search committee that recruited Jonathan Scott Holloway to be Rutgers' 21st President. In 2023, Rutgers conferred upon Angelson a Doctorate of Humane Letters, Honoris Causa, and the game ball from Rutgers Football's Bowl Game victory over U Miami. From 2017-2021, he served as Vice Chair of the Biden Foundation.

Angelson previously served as the Deputy Mayor of the City of Chicago, CEO of RR Donnelley, Chair and CEO of two prominent Canadian public companies, and Chair of MidOcean Partners, an international investment firm. He earlier had a lengthy and distinguished career as an international lawyer in Singapore, New York and London. Angelson is a member of the New York Bar, and is a Solicitor of the Supreme Court of Judicature of England and Wales.

Angelson was graduated from Rutgers College, where he was elected to Phi Beta Kappa, and from Rutgers Law School. He is a member of Rutgers Hall of Distinguished Alumni and of the Loyal Sons and Daughters of Rutgers, and is the inaugural recipient of the Rutgers Law School Alumni Service Award. Angelson holds an Honorary Doctorate of Laws from John Marshall Law School and the Harold Hines Award from the United Negro College Fund.
